Someone shooting a full auto at the range where you pick up the brass? Usually bulges like that occur when the bolt is out of battery and the case is starting to eject before the bullet has left the barrel. A small base die could salvage them but now that you have new brass.... problem solved!

Semi-automatic rifles and fully automatic rifles are what do this to the brass. Once you size the brass with normal dies you don't get rid of it which can cause reliability issues. Because the extraction may start before the pressure lowers enough due to the bullet existing the barrel.

Hence why the small base dies were invented.

Also note that DPMS recommends that you NOT use certain brands of brass. (That one bit me too...)

To my understanding Dillon 223/5.56 dies will size the base !!!
I do not own a set so I can’t tell you positively if that’s true.
I’d check on it before buying another set of dies.

Some brass is too thing, due to it being commercial brass. Other brass is made thicker. Since the DPMS rifles have a 5.56mm NATO chamber it can cause issues as the brass expands to fill the larger military chamber.

Then again does it really matter its in their manual:

The only thing I can add support to is, be mindful of ex military brass. I don't question the quality of most military brass, but once fired you have no idea what it went through before being sold off. I know that here in Australia, the military must return a minimum of 85% of the expended brass to the system. It is then returned to the supplier to be remade. In other words, they only ever intend for it to be used/fired once. Additionally, the dimensions of military brass are ever so slightly different, with the thickness of the brass being one of the main problems to take into account.

Yes mate...it was '95 from memory when we were castrated by the Govt. I won't go into it because I get very bitter about what was done, why, and how.

What branch of the service mate? We have guys on here from pretty much every branch...Army, Navy, Airforce, Marines, and Law Enforcement as well. Myself, I did 26 years in the Royal Australian Regiment...infantry.
