Maybe the train is only an infrequent train that come once a day or so..

What about the dishes of food that are between the tracks...wouldn't they get covered in dirt, dust and brake dust.... Yuck ...and this is supposed to be a civilised country.

That is in Thailand. There appears to be many similar markets over there. And why not, the land around the tracks is probably public land, which means anyone can set up shop, and it would cost them nothing in rent as they try to feed their families.
