What about the dishes of food that are between the tracks...wouldn't they get covered in dirt, dust and brake dust.... Yuck

That is in Thailand. There appears to be many similar markets over there. And why not, the land around the tracks is probably public land, which means anyone can set up shop, and it would cost them nothing in rent as they try to feed their families.
