That was always my understanding, when you tag it. Even though it doesn't seem right. By putting the tag on it, that's what gives ownership (IMO).

We don't even have a range (except for trap). You just pull out into the desert and shoot where ever you want. So I don't find any brass.

I cook them in the microwave on a peice of cardboard. After it's done, I throw away the duck and eat the cardboard.
