OK I figured it out. I should not have put the files in the "programs" folder. After moving it all to my desktop, it seems to work.

I tried the PBPatcher.exe and it says "PBPatcher is already running on this computer" when I click OK I get the window with a button to launch PointBlank, just like the website says. But after 1/2 sec ...
