Now I am going to have nightmares of trying to stop an attacker with a 1/4 ounce shot load from a 1-3/4 inch shell.
Just for the sake of my sanity (what little I have left) what are they used for?

Paul, don't laugh with that little thing. I've been told that someone used it to commit suicide. He fixed his rifle in a bench-vice and pulled the trigger while keeping his head in front of the barrel.
The lead ball of a 9 mm Flobert is not worth anything, it even doesn't contain powder, it just does "bang" with the primer and with that smooth barrel you cannot hit a bucket at 15 yards.
but that little shotshell is something different. Great on rats around your home, good on pigeons upto 15 yards, you even can use it on clays in your backyard, all effective and safe.
did I mention that such guns are sold for 10-15 $, even given away for free very often? That happens when licenses cost monney and it's hard the find a legal reason to use such gun... remember: the use of lead shot is forbiden in the Flemisch part of Belgium...

Well, here in the valley it would probably work for snakes but I have a 410/45 derringer that I use for snakes. That little derringer has a rifled barrel (that keeps it legal) but shoots 410 slugs pretty good out to 25 yards.
I'll let you in on a secret. A 45 colt round spits a 200 grain bullet out at 600 fps but the slug is travelling at almost 900 fps. You can't keep 45 rounds on a 24 inch target but the slugs stay inside a 6 inch circle.
I got it for hunting rattlers and it works very well for that. My son has the one I got for my brother. He carries it on him when boating for snakes on shore.

I know this is from last year but I have a 9mm rimfire revolver just like that, that tag looks like it is from Academy.

PaulS load up some buckshot and or BB loadings and try them...the buckshot may pattern ok as the balls are all in a row so the rifling should touch them and impart spin...rather than splatter them as rifling does to bird shot.... doughnut patterns are shocking.
