Where I used to work there was blue, heavy duty, paper tape holding some machines together...

The bloke who worked out that fix couldnt work out the terminal velocity of an unladen sparrow (African).

I’m just flabbergasted...at a loss for words...that someone, anyone, could even imagine that this is a legitimate fix.

I think I agree with you Vince!
I want to believe it is just a joke but I am reminded of some wise words;
"Never underestimate the level of stupidity."

if the only problem was falling down of broken stones this fix would do...

give a good farmer a hammer and a piece of cord and you'll be amazed what he can fix with it...

True enough Aloys. Out here DownUnder, a farmer with a length of #8 fencing wire and a pair of pliers will solve most problems and fixes.

This looks like a railing barrier of some sort and is not a structural brace.
The internal reinforcement should be strong enough to hold the body temporarily.

The wrapping could be so the small break-off part does not fall down to hurt others below.
