Its not April first.
If you are using fuel [and paying tax] you are already paying a tax per mile
Unless they are all Prius drivers in that state

The Government bean counters will do anything they think is possible to build their coffers mate. No doubt, each and every Govt Dept will be given a 'bag of gold' each year and then have to make the most of it, and if they can't, then come up with justifications for more money from the Treasury. A typical Govt Treasury attitude is "Don't give me problems, give me solutions".

“Other Taxes" include a 1.4 cpg state UST fee (gasoline and diesel), a 2.25% state sales tax for gasoline, a 9.67% state sales tax for diesel, gasoline and diesel rates are rate + local sales tax

Thought that's what these taxes were being paid for,,,,duh

It's an idea that been floating around the federal level for a while now !!!

Washington drivers are paying almost 50 cents a gallon for gas tax. A couple of years ago there was a push to charge electric and hybrid cars mileage taxes to balance out the cost of road work for the cars using less gas but traveling the same miles. The improved mileage and electric vehicles would have ended up paying the same amount per mile as the average car paid - based on the USA average mileage figures. Needless to say it was not passed so now the DOT in Washington is charging a "gas" tax for public recharging centers, even privately owned public stations.
