My club needed one so I quickly make one up with some scrap.
The target would be held by wooden sticks that plugs int o the holes at the end of the swing arm
Still need to melt in some lead to the counterweight cups.
Seems to work Ok.

Drill a 1/2" hole at the ends of the feet so that it can be anchored with 12" spikes.

A stick with a rope is the activation method.
You prop up the weight with the stick and pull the rope (removing the stick) when you want to start it swinging.
