True to a point.
However powders change, new powders are developed, new projectiles are developed and new methods emerge albeit not often.
I have a 1980 edition Sierra manual, a mate has the latest one, quite a lot of changes and that was just in the .222 rem section.
Very noticable that a lot of the old loads in the 1980 manual had been reduced in the latestest version.

These reduced loads have been happening across the board, not so much because the old loads are too hot but rather to make them "lawyer proof".
