Hadn't heard this before, but it makes sense. Found this tip browsing the Hornady website:

My powder charges vary when I drop them. What can I do to make them uniform?
Static can cause charges to vary. Take a dryer sheet and rub it vigorously on the ouside of the powder tube. This will discharge the static and make the charges uniform.

Yup, I also use a mix of dish-washing soap and water and wipe it on the outside (DO NOT WIPE OFF) my powder dispenser before using.

That's a very old trick that is well worth reminding folks about. Each treatment lasts quite a while too.
