Today I biked 2 miles into town to the town hall to replace a lost FID card.I was unable to get the Sergeant at the police station[located in the basement of the town hall].So now I can't get the FID until later. So I went to the town clerk to get a hunting license.Guess what ! The town clerk doesn't have any-never got any this year!!

Well young man, welcome to the real world. If you think it is bad in a small town just think what it would be like in Boston had you dared to take a bike on the streets down to town hall.
My suggestion to you is to do something about it. Find out how old you need be to run for public office, pick an office, like clerk, and give the nonhackers a run for their money. But be prepared to stay for a while if you win, you may like the service you can provide to your neighbors.
Best,
Ed
