The tag system was brought in to help rebuild the depleted game herds - just think how many hunters there are in the US.
It's still easy enough to hunt several times every year, especially if you are prepared to travel.
I'll admit it's a lot easier to hunt regularly over here though.

There are so many draws to enter to cover options. I have friends that enter 20 a year. I can't keep track of it all nor relish the 10+ year wait for some of them.
