That is a Chinese Water Deer which as well as Muntjac which both have tusks, can be found in the UK. See British Deer

Won't dispute your word, the pic ain't that good. The Chinese water deer is the Hydropotes inermis (species), the Korean sub-species that I hunted (and also researched for the pic) is the Hydropotes inermis argyropus. Both have the long saber like tusks, and are closely related to the family of musk deer. The Korean 'deer' were small but quite tasty.
