This will have the hand wringers calling for a ban ala the old black talon projectile.

Looks like it might be useful for air marshals to dispatch martyrs to hell without inflicting colateral damage to the aircraft or passengers behind said martyr.
Any info on its effect on current body armour?

Flechettes, similar effect only a LOT nastier than these.
We had to watch the old vietnam medical horror movies when rostered on for ambulance driver, aftermath footage and xrays of flechette victims makes an impression.

I would expect that woven body armor would not stop the small needlely things that break away from the bullet's core.

Stab resistant body armor would be useless but Level 3 Ballistic armor would probably stop the first couple of rounds but with so much shrapnel even that might be somewhat compromised…..it will be an interesting test for the manufacturers.
