Today's society doesn't owe today's minorities anything for what happened 50 or more years ago - they've HAD $billions invested in them over & above Caucasians.
They've HAD "affirmative action" (racism against whites in all but name).
Unless & until they shed the "victim" mentality, get off ther butts & look to improver their OWN lot themselves, then they will never get anywhere.

Change is brought about through relentless agitation and “trouble making” of a kind that radically disrupts society as it is. Create a problem and then step in with a solution. Federal Police! DOJ has the FBI BATF FBOP DEA USMS Homeland security has USCG TSA ICE CBP Air Marshalls not to mention USFS, USFG IRS USPS etc. They either enforce all or some of the federal legislation and in some cases state laws also when the are delegated.

I believe he means to supplant our local police and sheriffs with federal police. In the recent past when unconstitutional gun grabs were threatened many sheriffs and local police chiefs stood fast and said outright they would not enforce violations of our second amendment rights from the President or the Justice Dept. He wants loyalty to the federal government and himself to replace loyalty to the constitution and the people.

There's a third kind of black American too: They go to school, then college, work hard & prosper & bring up their kids to do exactly the same thing.
Unfortunately the likes of Sharpton & his race baiting pals don't want other blacks to follow their example, because if they did, Sharpton & his ilk would lose their gravy train.

Dr. Ben Carson is a great example of that. Raised from the age of 8 by a single mother in the Detroit ghetto to become the Director of Pediatric Neurosurgery at John's Hopkins, author of 6 bestselling books , sat on the boards of Kellogg, Costco and the Academy of Achievement and now running for President. This man is a role model for young blacks if anyone ever was.

The "Black Culture" has evolved to a point where they can no longer distinquish between discrimination, personal failure, or it just wasn't their day when something bad has happened. Its time for Black Leaders in America to "man-up" and teach and preach personal accountability including demonstration by personal example. It needs to start at the top.

The current administration has not reduce racial tensions they have increased it and "fanned the flames". It's gotten so bad, I am reluctant to even ask a black person what they think anymore. I feel sorry for the hard work Blacks in America that have worked hard and achieved personal succeess.
