Alltough my favourit for the 7 mm Mauser is PCl517, which is much slower than PCL516, my loading tabel gives also some loads for PCL 516:
(barrel length 610 mm)
139 grs SP, RWS case, CCI LR Mag Primer, 48.0 grs PCL 516 - V 2.5 m = 864 m/s
150 grs FMJ, RWS Case, CCI LR Mag primer, 46.5 grs PCl 516 - V2.5m = 849 m/s
these data are maximums, you should start about 6 to 10 % lower!
PCl or Poudres Clermont was produced by PRB in Belgium and is still distributed in Belgium by A.J.C. Service. I know somewhere on the net you can find loading data, I'll look for the site lather.
If it can help you: in the discription of this powder in the reloading manual it's told that PCL516 is very close to H380 (and you all know Hodgdon)
