Welcome to HuntingNut! I'll assume that you are not resting the barrel on anything when you shoot - only the stock on sand bags, etc.
I had a .243 once that would shoot great groups but every time I went out, the point of impact would change. I changed scopes but it still acted the same. Is yours a wood stock? Mine was wood and had a pressure pad by design on the front of the stock that touched and dampened the barrel. Laminated wood should not shift with weather changes like a solid wood stock. Check and see if your barrel is in contact with the stock. Easiest way to do that is to take a dollar bill, slide it down the bottom of the barrel, and see if it will freely move to the action. If not, you may have a contact point that needs to be removed. I fold the dollar bill just to make sure I have that extra clearance insurance.
I've also seen some plastic stocks that were flexible enough that you could twist it with your hand and make contact with the barrel. This can send a bullet astray also.
